Bio

 

Norberto Salinas is Senior Counsel and Director of Global Workforce Policy in Intel’s Governments, Markets, and Trade Group. He is responsible for helping shape and advance Intel’s workforce public policy interests worldwide. His focus includes immigration, employee benefits, paid leave policy, diversity, inclusion, & equity, and other workforce issues generally. He sits on the boards of the Hispanic Lobbyists Association and the Texas State Society; is Co-Chair of the Compete America immigration coalition; and leads and represents Intel on other industry-related committees. In 2018 and 2019, The Hill listed him as a Top Lobbyist. 

 

Prior to joining Intel in 2016, Norberto was Senior Counsel on the House Committee on the Judiciary where he handled a broad policy portfolio including intellectual property, state taxation, sports law, arbitration, legal services, the budget, and other technology and telecom related policy areas. He successfully guided legislation from bill introduction to enactment. Before that, he practiced employment law in Washington, D.C. 

 

Norberto earned his Bachelor’s degree from Wabash College and his Juris Doctorate from the University of Michigan.
