Meet Your Nominees
Board Member Nominees

Daniel Armando Jones
Legislative Affairs Manager
America's Essential Hospitals
Statement of Intent:
HLA was one of the first organizations I joined after leaving Capitol Hill. I was familiar with HLA through its collaboration with CHSA, and I knew that transitioning off the Hill would also mean losing some of the close-knit community and professional connections that had been such an important part of my experience. Joining HLA was a natural way to stay connected to a network of individuals who understood those experiences and the unique challenges of working in and around Congress. I am interested in serving on the Board because I believe I can contribute meaningful perspectives and experiences that will benefit HLA’s members, particularly current and former Hill staff. HLA plays a vital role in Washington by creating a space where Hispanic and Latino professionals can connect, support one another, grow professionally, and build lasting personal relationships. In an environment that can often be challenging to navigate alone, HLA provides community, mentorship, and opportunity at every stage of a person’s career. As an Afro-Latino, I also bring a perspective shaped by the intersection of multiple communities on Capitol Hill. I believe HLA has an important opportunity to further support and elevate Afro-Latino voices in advocacy and public service, and I would be excited to help advance those efforts. I am particularly interested in contributing to the organization’s mentorship, professional development, and social programming as we continue to strengthen and expand HLA’s community.

Jones brings expertise in health policy, legislative strategy, and stakeholder engagement, with a focus on issues affecting essential hospitals, including Medicaid, Medicare, telehealth, infrastructure, and health equity. He helps lead advocacy initiatives, monitors federal legislative developments, and collaborates with member hospitals to communicate the real-world impact of national health policy decisions. Jones is the proud son of Dominican and Salvadoran immigrants, a Maryland native, and an alumnus of the Congressional Hispanic Caucus Institute’s Public Policy Fellowship. He received his undergraduate degree from Bridgewater College, where he studied Biology and Spanish.
Board Member Nominee

Emily Benavides
VP, Government Affairs
UnitedHealth Group
Statement of Intent:
I have been attending HLA events since my tenure in Senator Portman’s office and have always found the community to be uplifting – no matter the political dynamics. When I started my political consulting firm, Benavides Strategies, after Portman’s retirement, it was the members of HLA who helped and advised me on the business development strategies that ensured I succeeded. A daughter and granddaughter of migrant workers, I had to learn how to succeed in Washington on my own – but thanks to the HLA, I wasn’t alone in that endeavor. Now that I am a registered lobbyist, I want to give back to the organization that has given me so much over the years. I want to help the organization to continue to lift up the next generation of Latinos on the Hill so that they can become the lobbyists of tomorrow – ensuring that our community expands its influence in the city. Professional development for our up and coming congressional staffers and young lobbyists is a priority for me. So many of us in the Hispanic government affairs community are far away from family and our support systems, thus organizations like the HLA need to fill that void. I’d be honored to support or lead the mentorship and/professional development committees since I’ve been the recipient of so many helping hands over the years, I feel it is my duty to give back and pull people up the ladder behind me.
Bio:
Emily Benavides has spent 20 years strategically advising federal and presidential candidates, super PACs, former Senator Rob Portman (R-OH), and nonprofits on how to own their narrative. Benavides currently serves as Vice President, Government Affairs at UnitedHealth Group. Prior to UnitedHealth Group, she served as Chief of Staff for Congressman Bob Latta (OH-05.) A seasoned spokesperson, she has hosted a podcast and appeared on both English and Spanish language media across the United States and internationally. A passionate advocate for the Latino community, Benavides was named one of the 40 under 40: Latinos in American Politics by The Huffington Post; she was recognized by Cosmo for Latinas with a Fun, Fearless award for outstanding contributions in the political arena; and the Congressional Hispanic Leadership Institute honored her with the Vermillion Congressional Staff Appreciation Award. Benavides currently serves on the Corporate Advisory Committee for the Congressional Hispanic Leadership Network and on the Advisory Board of the GOP Latino Staff Association. When she’s not working, Benavides can be found doting on her two kids, Lidia and John Michael.
Board Member Nominee

Miguel Franco

Statement of Intent:
Drawing on my experience in government affairs, stakeholder engagement, and advancing opportunities for Hispanic communities, I am interested in serving on the HLA Board because HLA has become an essential network for connection, professional growth, and leadership development within our industry. As the organization continues to grow, I believe it has a unique opportunity to build on its recent momentum by expanding its value as a trusted resource for both current and aspiring Hispanic lobbyists, while preserving the strong sense of community that has made HLA successful. If selected, I would be particularly interested in supporting and helping lead the Social, Mentorship, and Professional Development Committees. Throughout my career, I have benefited from mentors and professional networks that opened doors and provided guidance, and I am committed to creating those same opportunities for the next generation of Hispanic advocacy professionals. I would like to help expand mentorship programming, create more leadership and skills-development opportunities, and strengthen connections between experienced practitioners and emerging talent. At the same time, I believe HLA should continue to serve as a safe and welcoming space where members can build authentic relationships, share experiences, and engage in meaningful conversations about the challenges and opportunities facing our profession. Leroy M. Garcia
Partner
Perry Jacobson
Statement of Intent:
I am seeking a seat on HLA’s Board of Directors because I want to help more Latino professionals build the relationships, confidence, and skills to advance in government relations and public affairs. Mentors helped me navigate important transitions in my own career, and I want to extend that kind of support to others. I would contribute to HLA’s mentorship mixers, professional development programs, and social events by connecting emerging professionals with experienced leaders, bringing in speakers who can share practical career lessons, and helping create gatherings where members can build relationships across sectors and generations. My experience with NCSL, NALEO, and Perry Jacobson gives me relationships and perspectives I would put to work for HLA’s members. Board service also means showing up and following through. Board Member Nominee

Melody Gonzales
Founder
Hope & Power Strategies
Statement of Intent:
Growing up along San Diego’s U.S. Mexico border region, I never imagined I’d work for two Presidents, governors, Congress, the nation’s largest labor union and largest Latino coalition, and more. Because I never knew these jobs existed growing up, I’ve made it a priority to help others navigating spaces that historically didn’t include us and must today. During my first Hill job with then-Congressman Xavier Becerra, I saw the value Latino members of Congress and staff brought to policy and how underrepresented we were, often the only Latinos in the room. That’s when a handful of lobbyists founded HLA. I’m inspired by HLA’s growth, from those early days to the recent Avanza Awards. I’ve been involved with HLA through networking events, mentorship programs, resume reviews and most recently moderating HLA’s Women’s History Month panel. When I ramped up my business after the Biden Administration, HLA members lifted me up, and I’m grateful for them. Having led and staffed high-profile boards/commissions, and as a strategist and do-er, I'll roll up my sleeves as an at-large board member. I'd bring my leadership pipeline experience to the mentorship and professional development committees, launching initiatives preparing people for government affairs careers and coaching them to excel. I can also support the external engagement committee, connecting HLA with leaders and organizations I've worked alongside over my 24+ year career. I’d be honored to help HLA open doors, so the next generation leads and thrives in rooms where we’re no longer the only ones.

Serving on the Board would allow me to give back to an organization that has invested so much in its members and in the next generation of Hispanic and Latino leaders. Board Member Nominee

Gregorio Rubio
Federal and Regulatory Affairs Professional
Primacy Strategy Group
Statement of Intent:
I am interested in continuing to serve on the HLA Board because HLA has created a valuable space for Latino professionals to build relationships, strengthen their networks, and engage across different areas of government, policy, and public affairs. During my time on the Board, I have especially valued the opportunity to help bring together subject matter experts and policy professionals to create substantive programming around issues such as energy, while also working across partisan and professional lines. If selected to serve again, I would like to build on that work through HLA’s Professional Development and External Engagement efforts. One area I would like to help expand is subject matter-focused programming that gives members greater exposure to policy experts and industries where Latino representation and professional networks can continue to grow. I would also like to strengthen HLA’s engagement with Republican and Democratic associations and expand opportunities for collaboration across the broader tri-caucus community. My goal would be to help create programming that is substantive, bipartisan, and professionally valuable—whether through policy panels, conversations with subject matter experts, or partnerships with organizations that can broaden HLA members’ networks and exposure to new career opportunities. I believe HLA is uniquely positioned to connect Latino professionals across sectors and political perspectives, and I would like to continue helping strengthen that role.
